WooCommerce is completely open-sourced and customizable, meaning that you can always implement custom components or logic flows to localize your checkout currency. However, a simpler approach is to install plugins to add multi-currency capabilities to you WooCommerce store. One such plugin is WPML Multilingual & Multicurrency for WooCommerce.
With the WPML plugin, merchant is able to select the currency the wish to browse in and pay with. The localized currency is applied all throughout the entire checkout process.
